Public Law With Thesis (Turkish)
Courses
In this course, concepts such as right, law, justice and equality are examined in the context of natural law, legal positivism and legal realism theories, and problems such as the sociological origin, effectiveness, function and historical evolution of law are discussed.
Supervisors and students together will evaluate previous research on the basis of rules of academic writing and discuss how to apply skills related to critical reading, understanding, synthesizing and contrasting and comparing. Students will work together with an assigned instructor on a selected area in their discipline. Students are also required to write a paper/report in this seminar.
This course consists of independently conducting a research project and acquiring the necessary skills required in the process. The student initially specifies a research problem with an advisor, makes a screening and review of the literature. By analyzing the methods used in studying the problem and considering the previous limitations, the student specifies an original research design, hypotheses and measurement tools of the study. Finally, data is collected and analyzed and a thesis including the writing of the theoretical basis, method, results and discussion of the research.

KHUK 510 Public Claims Law
Scope, types, qualifications, collection procedure and the judicial remedies against transactions of public receivables under the comparative and Turkish law.
KHUK 511 Current Issues of International Law
In the scope of this course, maritime areas, diplomatic and consular privileges, immunities and specific status are examined. Different types of international organizations and their activities are being analyzed.
KHUK 512 Comparative Constitutional Law
The course will focus on issues such as constitution making, models of constitutional review, fundamental rights and freedoms regimes and government systems in the light of current developments after the meaning, importance and value of comparative constitutional law and the historical development of this field is explained.
KHUK 513 Financial Crimes
The concept of financial crime will be explained primarily in the course. Financial crimes against the state administration in the Criminal Law, Tax Laws, Public Financial Management Law and Foreign Exchange Legislation will be discussed. Financial crimes in the Banking Law, the Capital Market Law and the Turkish Commercial Code will be emphasized. The domestic law and the national dimension of the crime of financing terrorism will be evaluated. The economic and legal aspects of money laundering will be analyzed. The international impacts of OECD-FATF recommendations will be revealed. The content and application of Turkish regulations related to financial crimes will be judged in terms of international advice.
KHUK 514 Actual Problems of Tax Law
The course examines the current problems of tax law in the light of information related to other public law areas.
KHUK 516 Contemporary Interpretation of Human Rights in the Light of the European Convention on Human Rights
This course deals with the current problems of Human Rights Law and analyzes the development of international case law in connection with national law.
KHUK 517 Current Issues in The Criminal Procedure Law
The content of this course consists of basic concepts of criminal proceedings, basic principles, phases of criminal proceedings and current questions related to these questions.
KHUK 518 Contemporary Issues in Administrative Law
In this course, students discuss and interpret the contemporary issues of administrative law by associating them with the basic concepts and principles.
KHUK 520 Theory of Constitutional Social Rights
The course will mainly focus on the characteristics of constitutional social rights and the question of their justiciability. For this, both the discussions in the literature will be examined and the comparative case-law will be discussed.

KHUK 530 Occupational Health and Safety Law
“Occupational health and safety” within the context of “right to health” will be examined with the help of occupational health and safety regulations in comparative law and Turkish law including ILO(International Labour Organization), WHO(World Health Organization) and EU(European Union) Conventions and other international legal sources, also the responsibilities of employer and worker, and duties of the government on the subject as social partners, and authorities and duties of related public institutions, health and safety professionals’ chambers, labour inspection directorate, and occupational health and safety organization at workplace and legal sanctions are the subject of this course.
KHUK 540 International Tax Law
Definition basic principles and concepts of international tax law, types of tax agreements and their legal and economic interpretation, economic implications of the sharing of taxation authority between the states are the objeckts of this course.
KHUK 550 Regulatory and Supervisory Agencies
Historical development, common features, types of regulatory and supervisory agencies, the concept of regulation, the emergence in Turkey of these agencies, the independence, powers, legal nature of the activities, administrative and judicial supervision of the these agencies are the topics to be discussed in the course.
KHUK 560 Current Issues of Collective Labour Law
The rules and practice of compulsory arbitration in Turkish collective labour law and international law comparatively within the context of collective labour relations, the procedure of collective bargaining, collective agreement and trade unions.
KHUK 570 Offenses Against Sexual Immunity In The Criminal Law
In the scope of this course is introducing offenses against sexual immunity at the criminal law, later on, proceed by assignment and presentation of students.
KHUK 580 Collective Agreement in Public Workplaces
Establishment, activities of public servants’ trade unions and collective agreement procedures according to the provisions of Law No. 4688 on Public Servants' Trade Union in the light of international labour law.
KHUK 590 Short Term and Long Term Social Insurance Branches
The basic concepts and principles of social insurance law within the scope of social security law and the legislation and practice about short term and long-term social security branches comparatively.
